Managers: give workflow decision worksheet column. They should output amber/red for using AI on unapproved donor narrative without source control.
Technical: complete data-responsibility checklist rows for a hypothetical approved tool.

Use Case 2. Groups should catch 78% vs 31% and district-wide overclaim.
Push groups to choose reject for donor use, not “fix the percentage” without re-reading source.
